Can someone who rents a timeshare from an owner rent it to someone else?

I saw responded to on craiglist of someone who wants to rent out a timeshare in vegas for March. I thought they were the owners. They just bought a week. Can someone who rents a timeshare from an owner rent it to someone else? Is this legit?
