Ocean view is a term used by real estate people meaning "you can see the ocean." Most likely it is on that mountain slope and he knows that as his remaining years pass, it'll go up in value as the beach gets closer.

21. Al knows that the Pacific Ocean is 14.9 inches higher than the Atlantic Ocean on opposite sides of the Panama Canal. The Atlantic will rise first because water will find "level". It wasn't on the East Coast, or the Gulf now was it? Hopefully an Earthquake will shake that villa apart.
